In 2017, the Digital Economy was established as an autonomous non-profit organization with the objective of coordinating the implementation of the Russia Digital Economy Program. It functions as a flagship platform, facilitating collaboration and engagement among the government, businesses, experts, and other stakeholders.
Our mission is to drive the development of the digital economy in Russia by supporting impactful, socially significant projects and initiatives. We foster effective collaboration among government bodies, scientific and educational institutions, the business community, and other key stakeholders.
In 2024, the Supervisory Board of the Digital Economy ANO established the Expert Council on Regulatory Policy. Comprising over 130 representatives from IT organizations, industry unions, associations, scientific and expert institutions, as well as consulting and legal firms, the council serves as an advisory body to the organization. Its primary purpose is to develop a unified position on regulatory issues related to information technology, telecommunications, and the data economy.

Research and Analytics
The analytical department of ANO Digital Economy executes its own and collaborative analytical and research initiatives in the areas of economics, digital technologies, international experience, and regulatory policy.
Regulatory Policy
The regulatory department facilitates constructive dialogue between the business community and the state regarding regulatory policy matters in the context of data economics and the digital economy.
Monitoring and Support
The department is responsible for the monitoring of the implementation of measures and the achievement of the targets of federal projects within the national program «Digital Economy of the Russian Federation.» Additionally, it supports six roadmaps of high-tech areas and significant import substitution projects within the Project Office.
Support, Development and Promotion of Digital Products and Platforms
The objective of the department is to establish effective digital platforms for communication between experts, businesses, and the state, as well as to promote the digital economy and national leaders in the field of IT. As part of the work, major events on the digital economy are being held with the participation of industry leaders.
Human Capital Development for the Digital Economy
The department implements large-scale educational projects in the field of digital literacy, cybersecurity and early career guidance for schoolchildren in IT, as well as verifies university study programs and integrates business expertise into the educational process.
Center for Technological Leadership 2030
The Center for Technological Leadership 2030 (Techlid.RF) is the area of activity on the Digital Economy ANO platform that is dedicated to the scaling and promotion of prominent domestic technologies in Russia and internationally.
Artificial Intelligence
Coordinating the activities of the community (including business representatives) on the implementation of the National Strategy for the Development of Artificial Intelligence for the period up to 2030.
Digital Technology Security
The Digital Technology Security department is accountable for the security of digital and communication systems, secure communications, and the coordination of government and business collaboration in the field of digital technology security. It also contributes to the implementation of projects that are designed to achieve national objectives in the areas of cybersecurity and sustainable development of the digital economy.
Information infrastructure
The department is engaged in the formation of a modern telecommunications infrastructure in Russia.
Regional Digital Development
The aim of the department is to encourage the implementation of digital technologies across a wide range of economic and social domains in the regions in order to increase the level of digital maturity.
International Cooperation
The goal is to enhance the visibility and popularity of Russian digital solutions and platforms, as well as to facilitate the exchange of knowledge and expertise in the field of digital economy and industry transformation with international partners.
