In 2024, the Supervisory Board of the Digital Economy ANO established the Expert Council on Regulatory Policy. Comprising over 130 representatives from IT organizations, industry unions, associations, scientific and expert institutions, as well as consulting and legal firms, the council serves as an advisory body to the organization. Its primary purpose is to develop a unified position on regulatory issues related to information technology, telecommunications, and the data economy.
Specialized working groups have been formed at the Digital Economy ANO, bringing together representatives from federal ministries, services and agencies, competence centers, project implementation offices, and other relevant organizations involved in the implementation of the Russia Digital Economy Program.

- Artificial Intelligence
- Human Capital Development for the Digital Economy
- Digital Public Administration
- Digital Technologies
- Information security
By fostering collaboration across these sectors, the working groups play a central role in driving the successful execution of the Russia Digital Economy Program.
